Who qualifies

Assistance is based on household size and income. You don't have to be completely out of work — many programs help households that are simply stretched thin. Seniors, people with disabilities, and families with young children may qualify for priority help.

What's available

  • Emergency bill payment for past-due balances
  • Budget billing to spread costs evenly across the year
  • Weatherization to lower future bills

What you'll need

  • Photo ID and proof of address
  • Your most recent utility bill
  • Proof of household income (pay stubs, benefit letters, or a tax return)

How to apply

Apply online through the Assistance section, or call 2-1-1 to be connected with the right program. If you have a disconnection notice, mention it — those applications are reviewed first.

After you apply

Most decisions take 5 to 7 business days. If approved, payments usually go straight to the utility on your behalf. Keep paying what you can in the meantime to keep your balance down.
